On grant of subsidies:
“It is important to provide subsidies to Maktabs and Pathshalas which would allow of the teaching of general knowledge subjects in addition to Koran reading etc.”
On the training of teachers:
“Introduction of courses for improvement of teachers during vacation is desirable otherwise the best trained teachers must get rusty and backward if left to his own intellectual resources in an Indian village.”
On vernacular Middle Schools:
“Importance must be given to vernacular Middle Schools as Indians make often excellent surveyors and overseers and numerous openings must be found for their technical and industrial progress.”
On the teaching of History:
“Development of historical sense seems to me the most important object to aim at both on the modern and the classical side of high school studies.”
On promoting Art and Craft:
“Something should be done to emphasize the importance of Indian schools of art as means for preserving and developing local art industries. From the artistic and economic points of view these art industries have the strongest possible claim to protection and encouragement by the government.”
On creation of a museum:
“There is urgency to preserve for India, the systematic collection of the products of its old arts and crafts since earlier art works are being more and more endowed and appreciated in Europe and America. Unless steps are taken in time for an ethnographic museum on modern scientific lines those materials will soon better be studied in Paris, Berlin, Munich etc. There is therefore a need for the creation of Museum of Indian Arts and Ethnography. Delhi is the right place and both would be a tribute to national arts and culture and fit ornament for the new Capital.”
On staff training:
It is proposed to introduce staff training to the members of the Royal Commission of Indian Services and some preliminary training in Indian subjects of newly appointed members of the Indian Educational Service as recommended may receive consideration.” |
